 EASTERN CAPE PROVINCIAL GOVERNMENT

ADDRESS BY MEC FOR SAFETY, LIAISON AND TRANSPORT, MR DENNIS NEER

AT THE SOUTH AFRICAN POLICE SPORT PERSON OF THE YEAR 1999 EASTERN CAPE CEREMONY

ON 03 FEBRUARY 2000

Master of Ceremonies
 The Provincial Commissioner
 Dignitaries
 Sportsmen and Women
 Ladies & Gentlemen

I am honoured to be here today to witness the nomination of the Sports Star of the year of the SAPS in the Eastern Cape. We are here today
as police sports person of the Province of the Eastern Cape to send a message to criminals that we are declaring war against crime and its
causes.

I want to encourage the continuous partnerships with the community and consideration should be given to allow community police fora to
participate in policing sporting events if we are to build a true and strong partnership between the police and the community. You all have
responsibility to encourage our youth to participate in sport so we can produce many Vuyani Bungus, Makaya Ntinis, Deon Kaysers, Mark
Boucehers etc. What is also good about sport is that it inculcates self discipline, not only on the sportsfield, but also in our daily
lives. A disciplined person does not only refrain from illegal activity but also ensures that crime is bought with energy available means
at our disposal. I therefore encourage every police member to participate in some form of sport as "all work and no play makes Jack a dull
boy".

In our fight against crime we need you as much as you need us. There are many things we can do together. Within the ranks of the SAPS we
have many good sports persons. With resources at our disposal we have a social responsibility to empower our youth to participate in sport.
Whenever the police join partnerships with the community we owe it to ourselves to assist in energy possible way to build a crime free
South Africa.

We all are aware of the political changes, in our country, since 1994, and I appeal to each one of you to accept it as it is inevitable to
bring about democratic transformation.

Our sports arena has also seen some major changes in that together all of us black and white as One Nation can now support our sport teams
which reflect the demographics of our country.

We also need to encourage police members and communities in the non affluent areas of our society to participate in sport. We need to
rotate the venue of this auspicious event so as to ensure that our disadvantaged committees are allowed access for it to be a continuous
resounding success.

Finally I want to congratulate those police members who have excelled as we are proud of your achievements and I appeal to you to be good
role models for our youth. Through sport we can contribute a lot in the fight against crime.

Sport can and must be seen as one of the efforts to end the racial tensions amongst police members to develop effective partnerships and
build a winning police service in our fight against crime. We must build and strengthen team work among members of the Criminal Justice
Department whose work have a direct bearing on the levels of crime.

Lastly, let me take this opportunity of whishing each one of you well in the New Year and let me assure you that I have the fullest
confidence in the majority of police officers in the Province who toil to ensure the Safety and Security of the citizenry.

Thank you.
